It is noteworthy that the announcement came as top United Nations human rights official told the Security Council meeting that it was "essential" that Pyongyang be referred to the International Criminal Court. It was the first official announcement that North Korea has technologies for the creation of such a powerful weapon.

Kim Jong Un emphasized that North Korea is a “powerful nuclear weapons state ready to detonate self-reliant A-bomb and H-bomb to reliably defend its sovereignty.”

The UN Security Council meeting was organized by such countries as the UK, Chile, France, Jordan, Lithuania, Malaysia, New Zealand as well as Spain and the United States of America.

Most countries suppose that North Korea’s political regime does not correspond to the accepted standards. In fact, under the rule of Kim Jong Un, North Korea remains among the most harshly repressive countries in the world. North Korean defectors are experiencing grave difficulties. Experts often call North Korea "Stalinist-type dictatorship".

A senior United Nations official has called for the Security Council to refer North Korea to the International Criminal Court over "gross human rights violations." However, China does not support this decision as Xi Jinping supposes that such actions can lead to the imbalance of the regional forces. Russia neither supports these actions.

It is known that Russia takes part in the nuclear program discussion together with China, South and North Korea, the US, and Japan. North Korea has not conducted any tests of the hydrogen bomb yet.
